Udział w seminarium wzięło ok. 90 przedstawicieli Straży Granicznej, Policji, Departamentu Spraw Międzynarodowych i Migracji Ministerstwa Spraw Wewnętrznych i Administracji oraz Departamentu Spraw Rodzinnych i Nieletnich Ministerstwa Sprawiedliwości, a także Prokuratorzy, którzy na co dzień zajmują się problematyką handlu ludźmi. W seminarium również brały udział osoby reprezentujące Europol, Urzędy Wojewódzkie oraz Fundację La Strada.
Podczas seminarium poruszone zostały następujące aspekty:
- Obecna sytuacja migracyjna i uchodźcza.
- Zwalczanie wykorzystywania seksualnego dzieci i pornografii dziecięcej.
- Aspekty pracy przymusowej.
- Sytuacja na Ukrainie i jej wpływ na bezpieczeństwo wewnętrzne UE.
- Współpraca KCIK z organami ścigania.
- Procedury prawne zapewniające opiekę małoletnim.
Seminarium obejmowało m.in.:
- panele konferencyjny – wystąpienia poszczególnych prelegentów,
- warsztatowy – omówienie wybranych kazusów w oparciu o prowadzone postępowania dotyczące handlu ludźmi,
- bieg – Grę Uliczną.
Bieg odbywał się pod patronatem Fundacji La Strada, a jego celem było doskonalenie umiejętności współdziałania ze sobą funkcjonariuszy różnych służb mundurowych oraz pracowników instytucji, działających w obszarze handlu ludźmi. Bieg odbył się w Koszalinie, w rejonie Góry Chełmskiej, gdzie łącznie 7 grup rywalizowało ze sobą w różnych konkurencjach. Poszczególne stacje dotyczyły znajomości definicji handlu ludźmi, jego form oraz sposobów niesienia pomocy ofiarom handlu ludźmi. Uczestnicy musieli wykazać się wiedzą teoretyczną – rozwiązanie krzyżówki lub zapamiętanie hasła, jak i umiejętnościami praktycznymi, takimi jak udzielanie pierwszej pomocy.
Seminarium to kolejna okazja do wymiany doświadczeń pomiędzy przedstawicielami wymienionych wcześniej instytucji. Należy w tym miejscu wskazać, że trwający czas pandemii nie pozwolił w dwóch ostatnich latach na organizację tego typu spotkania. Na tle sytuacji zbrojnej na Ukrainie oraz na granicy polsko – białoruskiej, które spowodowały, że temat handlu ludźmi staje się bardziej aktualny niż dotychczas – organizacja tego typu seminarium nabiera jeszcze większego znaczenia.
Projekt nr NMF/PA20/003 pn. Wzmocnienie potencjału SG w realizacji ustawowych zadań służbowych w obszarze współpracy międzynarodowej, transgranicznego przemieszczania odpadów oraz zwalczania przestępczości zorganizowanej, realizowanego w ramach Norweskiego Mechanizmu Finansowego na lata 2014-2021.
Seminar "Law enforcement against the crime of human trafficking and gender-based violence"
On May 31 - June 3, 2022, a seminar on "Law enforcement services against the crime of human trafficking and gender-based violence" was hosted by the Polish Border Guard and took place at the at the premises of the Central Border Guard Training Centre in Koszalin.
About 90 persons, representatives of the Border Guard, the Police, the Department of International Affairs and Migration of the Ministry of Interior and Administration and the Department of Family and Juvenile Affairs of the Ministry of Justice, Europol, Voivodship Offices, the La Strada Foundation as well as prosecutors who deal with trafficking in human beings on a daily basis, participated at this event.
The following aspects were discussed during the seminar:
- The current migration and refugee situation.
- Combating the sexual exploitation of children and child pornography.
- Aspects of forced labour.
- The situation in Ukraine and its impact on the internal security of the EU.
- Cooperation of National Consulting and Intervention Centre for Victims of Trafficking (KCIK) with law enforcement authorities.
- Legal procedures ensuring care of minors.
The seminar included, among others :
- a conference panel - speeches by individual speakers,
- a workshop panel - discussion of selected cases based on the conducted proceedings regarding trafficking in human beings, and
- a run - Street Game.
The run was held under the patronage of the La Strada Foundation, its aim was to improve the skills of cooperation between officers of various uniformed services and employees of institutions operating in the field of human trafficking.
The run took place in Koszalin, in the area of Góra Chełmska (Chełmaska Moountain), where a total of 7 groups competed with each other in various competitions.
At the individual stations participants checked their knowledge of the definition, forms of trafficking in human beings, and methods of providing assistance to victims of trafficking in human beings. Participants had to demonstrate theoretical knowledge - solving a crossword puzzle or remembering a password, as well as practical skills, such as providing first aid.
The seminar is yet another opportunity to share experiences between representatives
of the aforementioned institutions. It should be noted here that the ongoing pandemic did not allow for the organisation of this type of meetings in the last two years.
With the ongoing military conflict in Ukraine and a tense situation on the Polish-Belarusian border in mind, which has made trafficking in human beings “a hot topic” more than before, the organisation of this type of seminar gains ever greater importance.
